Exploring Laws and Regulations Concerning Police Dogs'Involvement in Apprehension Operations
The public security authorities'utilizing police dog force to track,search for,frighten,bite or restrain criminal suspects during apprehension operations can greatly enhance the success rate of these operations and effectively safeguard the safety of the general public and police officers.Following an analysis of current laws and regulations concerning police dogs'involvement in such policing operations from both technical and legal perspectives,this study exposes several issues related to current practice of utilizing police dog force to capture and control criminal suspects,including ambiguous legal grounds,unclear positioning of the force level,and the absence of standardized procedures for deployment of police dogs.Owing to the imperfections of relevant laws and regulations,grass-roots police officers have no laws to observe when fulfilling law-enforcement duties or performing other tasks with the aid of police dogs.Therefore,it is imperative to dedicate more efforts from a legal standpoint to determine the legal status of the utilization of police dog force,formulate relevant principles and develop a legal foundation for such utilization,as well as improve supporting laws and regulations in this respect,so as to ensure public security authorities'utilization of police dog force remains within the boundaries of laws.
