警务外交视角下中国警察国际话语权的提升路径

近年来，我国积极开展警务外交活动，为全球公共安全贡献中国之治，警察国际话语权得到显著提升。作为国家的执法力量，警察在国际事务中的话语权是一个国家的重要表征。然而，面对西方国家多次在警察话语层面的施压，令我国在国际舆论中陷入被动局面。至今，仍存在打破西方话语垄断声源不足、应对西方话语攻势声道不畅、协调不同法治文明话语声效不佳等国际话语困境。因此，提升我国警察国际话语能力，把握全球安全治理制度性话语的主导权;主动搭建话语传播平台，提升应对话语攻势的舆论性话语权;打造中外融通话语范式，促进不同法治文明的话语认同。从而扭转警务外交中话语权竞争不利的局面，为世界提供更多可持续发展的安全治理方案。
The Enhancement of Chinese Police's Discourse Power in the International Community from Perspective of Police Diplomacy
In recent years,with China's actively engaging in activities of police diplomacy and contributing to global public security with China's endeavors,the Chinese police's discourse power has seen significant enhancement.As a country's law enforcement force,the police's discourse power in international affairs serves as an important manifestation of the country's influence.However,in the face of pressures exerted by Western countries at the level of police discourse,China has fallen into a passive situation on the international stage of public opinion.So far,Chinese police still face realistic dilemmas in exerting their discourse power in the international community,such as insufficient preparation in breaking Western countries'monopoly on discourse,inadequate strategies adopted to cope with discourse offensives of Western countries,and the ineffective coordination of discourse differences among diverse law-based civilizations.Therefore,we should try to enhance Chinese police's discourse competence in the international community for achieving a dominant discourse position within the realm of institutional issues related to global security governance,proactively build discourse communication platforms for bolstering discourse influence on public opinion in countering discourse offensives,and develop a cross-cultural discourse paradigm conducive to a shared approval among diverse law-based civilizations.This will help change our disadvantaged position of discourse power competition in police diplomacy and provide the world with more sustainable security governance solutions.
