Current Status and Sustainable Utilization Countermeasures of Cultivated Land Resources in Guizhou
To provide references for formulating conservation policy of cultivated land resources, the current status of Guizhou cultivated land resources was introduced from aspects of quantity, quality, distribution characteristics and change trends, and such problems were pointed out as follows, worse cultivated land quality in Guizhou mountainous area, large area and wide distribution of slope cultivated land, severe farmland abandoning, contradiction between quality cultivated land conservation and urban development, insufficient cultivated land reserves.At last countermeasures to reinforce cultivated land conservation and sustainable utilization were proposed from the following aspects, including perfecting laws and regulations of land management, strengthening law enforcement efforts of cultivated land;Perfecting target protection responsibility system of cultivated land, strictly implementing the compensation regulation for possessing of cultivated land;Enhancing propaganda of cultivated land protection, strengthening consciousness of cultivated land protection of functional departments and the masses;Strengthening cultivated land plan and utilization management system, strictly implementing permanent basic farmland delineation and protection;Reinforcing high-level basic farmland construction, promoting the pace of utilizing stripped topsoil;Strengthening the transformation of low-medium yielding farmlands, comprehensively enhancing cultivated land quality.
