Research on Legislation for Promoting Local Ecological Civilization——Using the example of ecological civilization legislation in Shaanxi Province
Accelerating local ecological civilization promotion legislation is not only a necessity for implementing the harmonious coexistence between man and nature proposed at the 20th National Congress of the Communist Party of China,but also an important measure to continuously improve the legal system of ecological civilization.Combining the special nature of promotion-oriented laws with non-coercive means and less stringent responsibility provisions,local ecological civilization promotion legislation should adhere to Xi Jinping Thought on Eco-Civilization and Xi Jinping Thought on the Rule of Law,emphasize government responsibility and coordination of multiple subjects in governance,and focus on formulating guiding incentive measures,highlighting government responsibility,and setting social resource integration.In terms of legal content,it mainly includes general provisions,government responsibilities,ecological security governance,incentive and guarantee measures,and legal responsibilities.The formulation and implementation of this law will have a positive effect and bring significant improvements to social governance,economic development,and the legal environment in Shaanxi Province.
