陕南地区数字经济发展水平测度及推进路径

摘要
准确测度我国陕南地区数字经济发展水平,对于陕南地区数字经济实现持续、稳健、高质量发展具有重要意义.参照国家统计局颁布的《数字经济及其核心产业统计分类(2021)》,从发展环境、数字产业化、产业数字化三个维度构建数字经济发展水平评价指标体系,利用熵权法对2015-2019年陕南地区各地级市的数字经济发展情况进行测算和评价.结果表明:陕南地区数字经济发展水平逐年稳定上升,其中数字产业化和产业数字化指数的上升是其核心驱动力,而发展环境指数的下降减缓了发展速度;各地级市的数字经济发展水平存在显著差异,呈现出汉中领先、安康次之、商洛最末的发展格局;安康和商洛的发展水平相对落后,但其发展速度较汉中更快,具有较大潜力;各地级市在数字人才培养和数字支出方面整体呈下滑趋势,数字服务业成为陕南地区的重点发展领域.据此提出陕南地区数字经济发展的对策建议:优化数字经济发展环境,夯实数字化产业基础,推进产业数字化全面转型.
Abstract
Accurately measuring the level of digital economy development in southern Shaanxi is of great significance for achieving steady and high-quality development of the digital economy in the region.This article refers to the Statistical Classification of Digital Economy and its Core Industries(2021),promulgated by the National Bureau of Statistics,constructs an evaluation index system for the development level of the digital economy from three dimensions of development environment,digital industrialization,and industrial digitization,and uses the entropy weight method to evaluate the development of the digital economy in prefecture-level cities in southern Shaanxi Province during 2015-2019.The results show that the development level of digital economy in southern Shaanxi has increased steadily year by year,among which the increase in digital industrialization and industrial digitization index are the core driving force,while the decline in development environment index has slowed down the development speed.There are significant differences in the development level of the digital economy among prefecture-level cities,which shows a fast development pattern in Hanzhong,while Ankang is second,and Shangluo is the last.The development levels of Ankang and Shangluo are relatively backward,but their development speed is faster than that of Hanzhong and they have greater potential.Prefecture-level cities have shown an overall downward trend in digital talent training and digital expenditure,and the digital service industry has become a key development area in southern Shaanxi.Based on this,countermeasures and suggestions for the development of digital economy in southern Shaanxi are put forward.
