Development Direction and Legislative Focus of Watershed Legislation in the New Era
The report of the 20th National Congress of the Communist Party of China proposed"strengthen legislation in key areas,emerging areas and foreign fields".Under the background that the special legislation has been introduced to the Yangtze River basin and the Yellow River basin,the legislation of the river basin in China has become one of the key areas of the current legislation system and has entered a new era of overall development.Shifting from legislation to interpretation can not resolve the shortcomings of watershed legislation in China,such as the inability to effectively meet the needs of watershed spatial governance,so the construction of watershed legislation should be further promoted.Basing on the needs of ecological literature construction in the new era,China's watershed legislation should move towards the development direction of"one river(lake)and one law"in the future,that is,legislation for major large-scale river and lake basins in our country.However,in order to avoid the conflicts and incoordination among various river basin legislations,China should introduce a comprehensive river basin legislation on the premise of adhering to the"one river(lake)and one law"legislation path,so as to carry out appropriate unification of the guiding concept,basic principles,basic systems and other important aspects of river basin legislation.
