The essence of the shares of income distribution of the collective operating property held by the rural collective members is the demutualization of the collective members'right to participate in the collective income distribution determined by the nature of collective public ownership of farmers'collective ownership,rather than the demutualization of the ownership of collective operating assets.The meaning of paid withdrawal of shares is to withdraw the shares based on the right to participate in the distribution of the income of collective operating property,and it is not the withdrawal of the ownership of the assets of the collective economic organization,nor the withdrawal of the membership of the collective economic organization.It is not necessary to strictly prohibit the transfer of shares by collective members,nor is it necessary to exaggerate the role of foreign transfer and emphasize that foreign transfer must be allowed.Whether to allow collective members to transfer shares to other countries shall be decided by collective economic organizations.The members of a collective economic organization shall decide whether the collective economic organization should use the form of shares or shares to quantify the distribution of profits from collective operations,and the method adopted for compensated withdrawal of the shares of the members'income distribution,and may choose to use the method of acquisition by the collective economic organization instead of the method of transfer,or prescribe the conditions and order applicable to the transfer and acquisition.Instead of obtaining alternative social security as a condition for the withdrawal of collective operating assets income distribution shares and setting up approval procedures,the change registration procedures and cancellation registration procedures for the withdrawal of shares should be set up on the basis of the collective operating assets income distribution shares complying with the constitution of the collective economic organization.
