The laws and regulations of the Qing Dynasty show the characteristics of"new wine in old bottles"in many contents.In the style of crime and punishment,the Qing law almost completely followed the Ming law pattern,while under the framework of the old style,the Qing law gradually expanded the field of adjustment of social relations by amending the law,and created a new normative order.Taking the law of"fraudulent officials taking private wealth"as an example,in the Ming law and the early Qing law,this law clarifies a more traditional property crime.The new regulations after the middle of the Qing Dynasty broke through the scope of traditional property crimes,and then began to regulate and control the financial and economic order in the capital area.Under the framework of the old laws,they initially constructed a set of new norms systems,and then affected the follow-up social gov-ernance.
