The Prospect,Dilemma and Prospects of China's Legal Safeguard System for Nuclear Safety——Exploration Based on the Overall National Security Concept
Nuclear energy has obvious advantages in the process of moving toward high-quality development and achieving the double carbon goal.The momentum of low-carbon energy development in the world and the urgent need of countries to enhance energy security have given rise to the trend of vigorous development of nuclear energy.In order to effectively respond to the realization of the"double carbon"goal,strengthen the national energy security and enhance China's voice in the field of nuclear energy,the legal regulation supply and the dilemma faced in the field of nuclear safety and security in China should be reviewed under the framework of the overall national security concept,and the concept of integrating domestic security and international security,based on national security and common security should be proposed.In addition,we propose to construct a penetrating nuclear security risk prevention and response mechanism by means of intelligent technology,and to improve the level of nuclear security rule of law protection in China in terms of transparency and responsiveness,authority and credibility.In addition,we should promote international cooperation in multiple channels and levels to demonstrate and lead the safe and orderly development of nuclear energy,further promote the deep integration of development and safety,and better utilize the potential of nuclear energy for the benefit of mankind.
