The Connotation and Structure of the Law Supporting System——Resource-based Supporting System for Building the Rule of Law Country
Based on its position in the legal system and in the process of building a rule of law country in China,as evidenced by the"Fourth Plenary Session"and related works of General Secretary Xi jin-ping,it can be determined that the supporting in the lawsupporting system is the resource-based supporting.This supporting'is an internal guarantee within the legal system.It should not consider various external conditions required for legal construction as objects of guarantee within this system,nor should it encompass the supporting provided by the rule of law to other undertakings or the fundamental supporting significance of determining the success or failure of various national undertakings.The resources furnished by the legal supporting system should include five categories:human resources,scientific and technological resources,and so on.The horizontal structure of this system consists of five components,such as scientific and technological resource supporting and facility equipment material resource supporting,categorized based on resource types.As outlined in the Resolution of the Central Committee of the Communist Party of China on Major Issues Concerning the Enhancement of all-round Law-based Governance,the vertical structure of the legal talent guarantee system entails a two-tier dual-standard system.
