Legal Connotation,Practical Obstacles and Perfection Path of Full Coverage of Supervision
The full coverage of supervision is an important guiding principle for promoting the reform of the supervision system.Its theoretical basis is the theory of people's sovereignty,the theory of functional separation of powers and the principle of power restriction.Its basic connotation includes full coverage of different types of public power,full coverage of public power operation process,full coverage of public power corruption patterns.At present,the main obstacles facing the full coverage of supervision include:the supervision commission is difficult to achieve accurate coverage of all types of public power;the"dynamic identification"of objects of supervision is not conducive to the whole-cycle management;the prevention and punishment of the corruption of dereliction of duty and abuse of power are weak.This needs to be improved by reforming the system and mechanism.Firstly,we should set up special supervision committees to improve the accuracy of supervision over different industries and systems,so as to achieve full coverage of different types of public power.Secondly,we should use full cycle management to achieve full coverage of public power operation process.Thirdly,we should establish internal anti-malfeasance institutions to strengthen governance of dereliction of duty and abuse of power,so as to achieve full coverage of public power corruption patterns.
