Pooling common law-abiding values is a significant advantage of China's efficient rule of law implementation system in further promoting law-abiding by all people.However,the existing explanations of the law-abiding motivations of social members,which replace the value research on law-abiding choices with the instrumental analysis of"benefit-control",cannot effectively explain the super-benefit logic of law-abiding behaviors,and it is difficult to reveal the deep mechanism behind the performance of rule of law governance and the normative factors in promoting law-abiding by the whole people.Legitimacy is the key factor for the effective implementation of the rule of law,which is crucial to the stability of political order,the establishment of legal authority and the normal operation of society,and provides the internal motivation for people to continue to obey the law.By introducing the element of procedural justice,it can be found that people express and safeguard their own interests by participating in and controlling the legal process.Fair and transparent legal procedures can fully protect people's right to express their own interests,and promote people's recognition and support for the law and its departments to the greatest extent.In the face of a modern society with multicultural integration,it is necessary to optimize the normative law-abiding path to promote the law-abiding of all people,improve the law-abiding capacity building around the shaping of the concept of legality,the setting of procedural justice and the support of the value of law-abiding,and gradually realize the modernization and benign operation of the rule of law.
