警力资源管理的实践困境与优化策略——以湖北省M市A派出所为观察视角

摘要
警力资源是基层派出所开展工作最重要的保障条件之一,警力资源的配置直接关系到派出所工作的质效,因而必须将警力资源管理置于基础性、先导性地位开展研究.当前,基层派出所警力资源管理尚存在管理理念相对滞后,警力资源配置结构有待优化,警力资源供求匹配程度不足,"两队一室"支撑协调能力有待提高等困境.有必要从实践层面摆脱传统警力资源管理以要素扩张换取总量增长的路径依赖,以"无增长改善理论"指导派出所警力资源配置过程;借助"枫桥经验"蕴涵的群防群治理念,完善现代化警力资源配置结构;利用"情指勤舆"一体化作战机制对警力要素资源的统筹调配作用,弥合区域警力分布的差异性;立足"警综平台"服务基层公安业务的建设目标,借助"公安云""大数据"等信息技术加速科技赋能,推动公安治理能力与治理体系现代化.
Abstract
Police resources are one of the most important guarantee conditions for grassroots police stations to carry out work.The allocation of police resources is directly related to the qual-ity and efficiency of police station work,and it is necessary to place police resource management in a fundamental and leading position for research.At present,there are still difficulties in the management of police resources in grassroots police stations in our province,such as relatively lagging management concepts,optimization of police resource allocation structure,insufficient matching of police resource supply and demand,and the need to improve the support and coor-dination ability of the"two teams and one room".It's necessary to break the inherent path of tra-ditional police force resource management that exchanges factor expansion for total growth from a practical perspective,and use the"no growth improvement theory"to guide the allocation of police force resources in police stations;By leveraging the concept of mass prevention and gov-ernance contained in the"Fengqiao Experience",we will improve the structure of modern police resource allocation;Utilizing the integrated combat mechanism of"intelligence,diligence,and public opinion"to coordinate and allocate police force elements and resources,bridging the dif-ferences in regional police force distribution;Based on the construction goal of serving grassroots public security business through the"Police Comprehensive Platform",we will use information technologies such as"Public Security Cloud"and"Big Data"to accelerate technological empo-werment and promote the modernization of public security governance capabilities and govern-ance systems.
