摘要
当前,公安机关可获取的数据信息体量剧增且纷繁复杂,亟需提升公安情报人员胜任力素质,为新时代公安情报工作提供有力支撑.通过行为事件访谈法、文献研究法和交叉研究法,利用Nvivo11进行质性分析,可构建公安情报人员胜任力素质KSAO模型并采取相应提升策略,即K策略——完善体系、注重培养,增加知识储备,包括明确培训标准、优化课程设置、创新培养方式、建设讲师队伍、整合培训资源、注重效果评估;S策略——转变思维、自我提升,强化业务技能,包括坚持终身学习、改变思考模式、提高技能水平;A策略——严格准入、区分等级,突出能力导向,包括严把人才准入关、严谨规范选贤能、举贤荐优聚专才;O策略——政治建警、规范管理,提升职业素养,包括加强思想建设、转变管理理念、注重情报文化.
Abstract
At present,the amount of data and information available to public security organ-ization is rapidly increasing and complex,and it is urgent to improve the competence and quality of public security intelligence personnel to provide strong support for public security intelligence work in the new era.By conducting qualitative analysis using NIVIO11 through behavioral event interviews,literature research,and cross disciplinary research,a KSAO model for the compet-ency of public security intelligence personnel can be constructed and corresponding improvem-ent strategies can be adopted.That is,K strategy-improving the system,focusing on training,in-creasing knowledge reserves,including clarifying training standards,optimizing course settings,innovating training methods,building a lecturer team,integrating training resources,and empha-sizing effectiveness evaluation;S strategy-Transforming thinking,self-improvement,streng-thening business skills,including adhering to lifelong learning,changing thinking patterns,and improving skill levels;Strategy A-Strict admission,hierarchical differentiation,and emphasis on ability orientation,including strict control of talent admission,rigorous and standardized se-lection of talents,and selection,recommendation,and gathering of talents;O strategy-Political construction of the police,standardized management,and enhancing professional literacy,inclu-ding strengthening ideological construction,transforming management concepts,and emphasiz-ing intelligence culture.
