基于市域治安问题防控路径的思考

摘要
当前,频发的市域治安问题既反映了治安秩序结构失衡的现实困境,同时也暴露出治安实体激变与治安主体履职质效低下、治安规范调整滞后之间的深层次矛盾.市域治安问题由于受城市社会关系中普遍存在的矛盾冲突、社会环境中出现的诸多犯因性因素以及被削弱的社会控制等影响,面临治安失序的扩散与跃迁、基层组织的退行与失能等新挑战.对此,应通过缓和社会紧张,化解社会对立;贯彻"零容忍"处置理念,治安行为精细化运作;理顺基层治理逻辑,提升基层治理质效;构建亲密社会,强化社会控制等方式促进市域治安问题防控路径的优化.
Abstract
The frequent occurrence of urban public security problems in China not only ref-lects the realistic predicament of imbalanced public security order structure,but also exposes the deep-seated contradiction between the drastic changes in public security entities and the low quality and efficiency performance of public security subjects,as well as the lagged adjustment of public security norms.Due to the influences of widespread contradictions and conflicts in ur-ban social relations,various criminogenic factors in the social environment,and weakened social control,the urban public security problems are facing new challenges such as the spread and tran-sition of public security disorder,and the regression and disability of grassroots organization.Therefore,we should promote the optimization of prevention and control path for urban public security problems through these methods:Firstly,alleviating social tension and resolving social antagonism.Secondly,implementing the disposal concept of"zero tolerance"and operating the refinement of public security governance behavior.Thirdly,rationalizing the logic of grassroots governance and improving the quality and efficiency of grassroots governance.Fourthly,build-ing an intimate society and strengthening social control.
