Research on the Governance of Telecom Network Fraud Crime from the Perspective of"Cost-benefit"
The governance of telecommunications network fraud has become a global chal-lenge.Relying only on the existing conventional research methods,it is easy to fall into the im-passe of"in addition to improving its own logic system,it is difficult to have substantive innova-tion".This paper introduces the theory of"cost-benefit"in criminal economics to carry out inter-disciplinary research,combining the basic cost,opportunity cost,punishment cost and profit of telecom network fraud crime,and finds that telecom network fraud crime has the characteristics of high profit and punishment cost,low basic cost and opportunity cost.It is necessary to carry out multi-subject governance,comprehensively crack down on the upstream and downstream criminal industry chain,change the imbalance of the cost-benefit ratio,increase the cost of crime,and actively carry out the mass line,so as to improve the governance capacity and level.
