摘要
我国夜间经济方兴未艾,发展规模持续增长,目前已成为推动社会经济发展的新引擎.随之产生的夜间治安问题也日益凸显,相关场所案件频发,安全风险骤增,治安难度加大,给社会治安治理带来新的挑战和压力.警务工作在夜间治安实践中面临警力资源严重不足、应急警务运行不力、警务协作机制不畅和警察执法保障不够等现实困境.公安机关应从构建夜间警务运行体系、加强夜间警务协作、构筑夜间群防群治防线、提升警察夜间执法能力等方面积极探索改进之策.
Abstract
The nighttime economy in China which is in the ascendant right now,its develop-ment scale will continue to grow,and currently it has become a new engine for promoting socio-economic development.The ensuing nighttime public security problems are becoming increas-ingly prominent,frequent occurrence of cases in relevant venues,sudden increase in security ris-ks,and increased difficulty in public security,thus brings new challenges and pressures to social public security governance.In the practice of nighttime public security,policing work faces real-istic predicaments,such as serious shortage of police resources,inadequate operation of emerg-ency policing,unsmooth policing cooperation mechanism,and insufficient guarantee of police law enforcement.Public security organs should actively explore the countermeasures from the aspects of building a nighttime policing operation system,strengthening the nighttime policing cooperation,constructing the defense line of nighttime mass prevention and control,and enhanc-ing the nighttime law enforcement capabilities of police.
