Synergy and Standardization:A Practical Approach to Digital Review of Administrative License
In order to make up for the deficiency of regional segmentation and functional splitting of administrative license implementation procedures,in recent years,under the guidance of hierarchical administrative plans,administrative license authorities have promoted the exam-ination mode of administrative license gradually to digital collaborative examination by focusing on the objective function of"changing the design concept of examination procedures,timely up-dating the examination method,and ensuring the examination results are close to the objective and true".As the exploration is still at an early stage,it faces obstacles such as insufficient regu-latory support,obstacles in government data sharing and dysfunctional functions of the govern-ment service platform,limited scope of collaborative review of licensing matters and inconsistent business rules.In order to promote the in-depth expansion of digital collaborative review of ad-ministrative licenses,It is advisable to adjust the implementation procedure provisions of the Ad-ministrative Licensing Law in a timely manner,use regional collaborative legislation to enhance the rule of law guarantee of the digital collaborative review of administrative licensing,and strengthen the connection between government data supply and demand and the operation guar-antee of the government service platform,broaden the scope of application of the digital collab-orative review model and enhance the uniformity of business rules.
