摘要
签证法律制度是外国人出入境管理制度体系的重要组成部分,调节签证政策和完善相关法律设计已成为世界各国优化移民管理手段、提升移民治理能力的主导之策.法国作为当今世界发达的非移民国家之一,其签证法律制度的框架设计和实践发展体现了多重因素的协调作用.梳理与分析法国签证法律制度的主要内容和改进措施,对优化我国签证管理结构、细化签证分类、加强数字化管理等方面具有一定启示和借鉴意义.
Abstract
The visa legal system is an important component of the foreign entry and exit man-agement system,adjusting visa policies and improving relevant legal designs have become the leading strategies for countries around the world which to optimize immigration management methods and enhance immigration governance capabilities.As one of the developed non-immi-grant countries in the world today,the framework design and practical development of France's visa legal system reflect the coordinated role of multiple factors.By sorting out and analyzing the main contents and improvement measures of France's visa legal system,it has certain enlighten-ment and reference significance for optimizing China's visa management structure,refining visa classification,and strengthening digital management.
