Discussion on the First Experimental Demonstration of Juvenile Justice in the Reform of Minor Crime Governance
At present,China's relevant departments should attach importance to the role of juvenile justice as a"pathfinder",and gradually apply mature and established juvenile justice concepts and institutional mechanisms to adult justice works.We should make some innovations in changing the concepts of minor crime governance,establishing a pre-trial diversion system,improving the non-criminal treatment system,creating an inclusive institutional environment,and promoting the governance of litigation sources,the effects of rational and peaceful,pluralis-tic handling,lenient punishment,and stable order for minor crime governance can be realized,so as to continuously reduce crime rates.
