In order to alleviate the pressure of prison overcrowding,United States law enfor-cement agencies pioneered the electronic fetters system as an alternative to some prison senten-ces.The use of electronic fetters which is conducive to the rehabilitation of criminals and the pro-tection of personal freedom,monitor the whereabouts of criminals and prevent them from com-mitting crimes again while reducing prison pressure.However,it is undeniable that the electronic fetters system also has many drawbacks,such as allegedly violating the privacy and personal dig-nity of monitored person,hindering the formation of dissent,and violating the principle of equa-lity.Therefore,when China adopts the electronic fetters system,it should adhere to the principles of personal dignity guarantee,privacy protection and other relevant aspects on the basis of fol-lowing Chinese legal culture.
