摘要
公安机关大数据领导力对实现公安机关犯罪治理的信息化、精准化、协同化、善治化等目标具有重要的实践价值.其涉及谋划能力、搭建能力、决策能力、引导能力、评价能力和保障能力六个维度.当前在认知上缺乏重视与主动性,在素养上解决问题的专业技能不足,在共享上缺乏规范数据标准导致交流障碍,在风险上存在数据安全隐患易侵犯公民隐私权等问题.应提升应用大数据的意识和素养,组建多元共生的协作化大数据应用团队,营造变革与创新的大数据文化氛围,完善大数据开发、共享及应用的工作机制,以进一步提升公安机关大数据领导力.
Abstract
The leadership of big data in public security organs has important practical value in achieving the goals of informatization,precision,collaboration,and good governance in crime governance.It involves six dimensions:planning ability,construction ability,decision-making ability,guidance ability,evaluation ability,and guarantee ability.Currently,there are problems such as a lack of attention and initiative in cognition,insufficient professional skills in problem-solving,lack of standardized data standards in sharing,communication barriers,and data security risks that easily infringe on citizens'privacy rights.We should enhance our awareness and liter-acy in applying big data,establish a diverse and symbiotic collaborative big data application team,create a culture of change and innovation in big data,improve the working mechanism of big data development,sharing,and application,in order to further enhance the leadership of pub-lic security organs in big data.
