社会治理共同体视域下基层社会治理研究

基层是党治国安邦的基石，也是支撑党工作最坚实的力量。妥善处理和防范化解各种矛盾问题，基层极为关键，迫切需要建设基层社会治理共同体。党的十九届四中全会提出建设"人人有责、人人尽责、人人享有的社会治理共同体"，把新时代我国治理制度进行创新和补充，丰富和发展了满足新时代社会治理需求的社会治理共同体新理念，对推进基层社会治理现代化具有重要现实价值，是保障国家安全的基石、是维护社会稳定的依托、是创造人民幸福的源泉。新时代推进基层社会治理建设，组织动员群众为基层社会治理凝聚力量、运用法治思维推动基层社会治理落实处、创新治理方式为基层社会治理提供活力。
Research on Grass-roots Social Governance from the Perspective of Social Governance Community
The most solid strength of the Party's work lies at the grass-roots level.To properly handle all kinds of contradictions and problems,the grass-roots level is extremely critical,and there is an urgent need to build a community of social governance at the grass-roots level.The Fourth Plenary Session of the 19th CPC Central Committee proposed to build a"community of social governance in which everyone is responsible,responsible and enjoyed",which has innovated and enriched China's social governance system in the new era.The new concept of social governance community has important practical value in promoting the modernization of the national governance system and governance capacity.It is the foundation of national security,social stability and people's happiness.To promote the construction of social governance at the grass-roots level in the new era,we must organize and mobilize the masses to work together,strengthen and improve the social governance mechanism,and innovate effective ways of social governance at the grass-roots level.
