Effective Mechanism of the Popularization of Standard Spoken and Written Chinese Promoting Rural Revitalization in Ethnic Minority Areas

摘要
推广普及国家通用语言文字是民族地区实施乡村振兴战略的前提条件.国家先后制定出台了各项法规、政策、措施,确保国家通用语言文字在民族地区的推广和普及.以甘肃某少数民族地区为例,调研了该地区的裕固族、藏族、蒙古族的120 名少数民族群众;研究从语言能力、认同度、使用状况等不同维度全面调查、分析存在的问题,结合当地语言实际和经济发展状况,并从语言国情与语言规划出发,提出国家通用语言文字推广普及助力民族地区乡村振兴的有效机制.
Abstract
Popularizing standard spoken and written Chinese is a powerful measure to implement the rural revitalization strategy in ethnic minority areas.The state has formulated and introduced various regulations,policies and measures to ensure the popularization of standard spoken and written Chinese in ethnic minority areas.Taking a certain minority area in Gansu Province as an example,120 minority people of Yugur,Tibetan and Mongolian in the area were investigated.Based on the results of the survey on the current situation of the language,as well as the local language and economic development,the author analyzes the current situation of the use of standard spoken and written Chinese in ethnic minority areas,finds out the existing problems in the popularization of standard Chinese in ethnic minority areas,and puts forward an effective mechanism to promote the popularization of standard Chinese in ethnic minority areas based on the national conditions and language planning.
