Research on the Policy Changes of Collaborative Innovation of"Government,Enterprises,Universities,Research Institutions,Financial Institutions,Intermediary Service Agencies"in Colleges and Universities from the Perspective of Initiative Alliance
The six main bodies of"government,enterprises,universities,research institutions,financial institutions,and intermediary service agencies"in colleges and universities assume different roles and tasks in the innovation community.The changes in the collaborative innovation policy of"government-enterprise-university-research institution-financial institution-intermediary service agency"in China meet the four assumptions of the initiative alliance framework.Based on different belief systems,value and interest demands,and policy objectives,the policy participants in the policy changes of"government-enterprise-university-research institution-financial institution-intermediary service agency"in China are divided into two major initiative alliances.Through intra-alliance and cross-alliance learning,the policies of the two major alliances are subtly changing towards core beliefs and secondary beliefs,thereby promoting policy changes.The ideas for improving the collaborative innovation policy of"government-enterprise-university-research institution-financial institution-intermediary service agency"are proposed as follows:clarifying the functional positioning of the collaborative innovation subject;promoting the realization of collaborative innovation by the innovation subject;improving the policy supply of collaborative innovation.
