摘要
在我国高等教育院校生源不断增多、体量逐步提升的过程中,高校基本建设也在同频共进.但是在国家建设资金的大量投入下,廉政风险陡然增加,随之而来的高校基建腐败事件频繁出现于各类媒体,将学校声誉和形象降至低谷,严重羁绊着高校高质量发展的步伐.面对高校基本建设的独特性和专业性,廉政风险的防控研究应进一步加强.HSM理论对高校基本建设廉政风险的防控具备优秀的指导性,针对基础建设存在的廉政风险点进行甄别、测试和实施,从时间、逻辑和知识的三个维度梳理出廉政风险防控的有效路径,为今后的高校基本建设廉政风险防控研究提供了参考价值.
Abstract
In the process of increasing the number of students and increasing the size of higher education institutions in China,the capital construction of colleges and universities is also progressing at the same time.Facing the huge temptation of construction funds,the risk of clean government has increased sharply,and the following corruption incidents in the capital construction of colleges and universities frequently appear in various media,reducing the reputation and image of colleges and universities to a low point,seriously hampering the pace of high-quality development of colleges and universities.In the face of the uniqueness and professionalism of the capital construction of colleges and universities,the research on the prevention and control of incorruptible government risks should be further strengthened.HSM theory has excellent guidance for the prevention and control of incorruptible government risks in university capital construction.It is aimed at the defense,testing and implementation of incorruptible government risk points in capital construction.It combs out the effective path of incorruptible government risk prevention and control from such three dimensions as time,logic and knowledge,and provides reference value for future research on incorruptible government risk prevention and control in university capital construction.
