University experimental training room is the main place for performing scientific research tasks and cultivating talents and breaking through the core technology,and its problem has always been the key topic of colleges and universities.This paper aims to explore the thinking and operation of the emergency management in the university experimental training room under the guidance of the"4R"theory under the environment of big data.First,this paper discusses the meaning of"4R"theory and its availability in the experimental environment in universities.Next,by exposing the current situation and challenges of emergency management in higher education laboratories,from the four aspects closely related to emergency management,namely,"human factors,drugs and equipment,laboratory infrastructure construction,emergency management capacity building",the current situation and problems of the laboratory emergency are analyzed.Last,guided by Robert Heath's"4R"crisis management theory,a set of laboratory emergency management framework is designed.And in view of the emergency management strategy of crisis reduction,crisis backup,crisis response and crisis recovery,a series of key strategies are proposed.
