改革开放以来我国科技创新思想的基本历程与历史经验研究

摘要
改革开放以来,在中国共产党领导下,我国实现了科技创新思想的四次伟大战略部署与实践.历经超过四十年的伟大实践,在科技创新领域孕育出了历史层面、实践层面、理论层面具有丰富指导价值的历史经验.笔者就我国科技创新思想做了基本梳理,并对历史经验的历史、实践、理论三个逻辑层面展开分析,分析表明,我国科技创新思想合乎党的领导与人民主体相统一、时代需求与问题导向相统一、合规律性与合目的性相统一三大基本发展逻辑.对科技创新思想的践行与实现目标进行了展望,提出了四个方面的政策建议.
Abstract
Since the reform and opening up,under the leadership of the Chinese Communist Party,four remarkable strategies and methods of scientific and technological advancement have been achieved.After more than 40 years of great practice,historical experience with great guiding value has been cultivated in the field of scientific and technological innovation,both historically,practically and theoretically.This paper examines China's scientific and technological innovation thought,analyzing its history,practice and theory of historical experience.The analysis shows that China's scientific and technological innovation thought conforms to the three basic development logics:the unity of the Party's leadership and the people's main body,the needs of the times and the problem orientation,and the regularity and purpose.This paper looks forward to the practice and realization of scientific and technological innovation ideas,and puts forward four policy suggestions.
