On Four Aspects of Comprehensive Law-based Governance
Comprehensive law-based governance is an important part of Xi Jinping Thought on the Rule of Law,and it is also an important way for the modernization of the national governance system and governance capacity.Based on the basic operation of the rule of law,this paper expounds the four important aspects and their requirements of comprehensive law-based governance,namely,scientific legislation,strict law enforcement,impartial administration of justice,and observance of law by all,which are also the major tasks in its promotion.Among them,scientific legislation is the basic work of comprehensive law-based governance;Strict law enforcement is a key aspect of comprehensive law-based governance;Impartial administration of justice is an important guarantee of fairness and justice under the rule of law;Observance of law by all is the basic way to realize the rule of law.Comprehensive law-based governance is a systematic project,and only by promoting these four aspects under the guidance of Xi Jinping Thought on the Rule of Law can good laws and good governance be realized.
