摘要

随着当前国内 PPP 项目的失败案例日渐增多,我国急于探索 PPP 模式发展的新出路.鉴于PPP+REITs相结合较单一PPP的项目管理模式呈现出的优势所在,采用文献搜集法构建了PPP+REITs融资模式影响因素集,利用 ISM-AHP模型分析各因素的影响程度及影响因素之间的相互关系.最后,结合我国实情,讨论 PPP+REITs融资模式发展面临的问题,提出相对应的建议.旨在为该融资模式的后续研究提供参考,降低项目建设融资风险,促进我国工程建设项目更加持续、稳健地发展.

Abstract

With the increasing number of failure cases of domestic PPP projects,China is eager to ex-plore a new way out of the development of PPP models.In view of the advantages of the project management model of PPP+REITs combined with single PPP,this paper uses the literature col-lection method to construct a set of influencing factors of PPP+REITs financing model,and uses the ISM-AHP model to analyze the degree of influence of each factor and the interrelationship be-tween influencing factors.Finally,combined with the actual situation in China,the problems faced by the development of PPP+REITs financing models are discussed,and corresponding sugges-tions are put forward.This paper aims to provide a reference for the follow-up research of this fi-nancing model,reduce the risk of project construction financing,and promote the more sustainable and steady development of engineering construction projects in China.
