The establishment of the Xiongan New Area is a major national strategy in the new era.Thus,the urban spirit of Xiongan New Area should become a classical city image and also inspire its citizens to carry out urban con-struction.Cultural governance in China has the qualities of being local,people-oriented,systematic and efficient.It is consistent with the requirements for building the urban spirit of Xiongan New Area and can guide its practice.Spe-cifically,this is manifested in the creation of a Chinese city style based on locality,the adherence to the values of city for the people,the implementation of the new development concept,and the pursuit of high-quality development goals.Based on the perspective of modernization of cultural governance,the urban spirit of Xiongan New Area can be summarized as a theoretical framework with four dimensions and eight elements.That is,the historical heritage of kindheartedness and uprightness,the people-oriented spirit of being united and virtuous,the urban development con-cepts with integral harmony and green intelligence,as well as an open and innovative urban image.
