数字技术创新与工业绿色低碳发展的耦合协调效应研究

通过构建数字技术创新与工业绿色低碳发展评价指标体系,以2011-2020年30个省(自治区、直辖市)的面板数据为样本,运用熵值法权重赋值分别测算了省级层面的数字技术创新与工业绿色低碳发展综合评价指数,并建立了数字技术创新与工业绿色低碳发展的耦合协调模型;运用Dagum基尼系数法进行了耦合协调度的地区差异化分析.研究发现:样本期间内,全国层面和地区层面的数字技术创新和工业绿色低碳发展评价指数平均值总体均呈现上升趋势,但两者指数值均较低且各区域之间的发展水平具有一定的差距;全国层面数字技术创新与工业绿色低碳发展耦合协调度呈现稳定的上升趋势,耦合协调水平从濒临失调发展至勉强协调,但各区域之间存在较大的差距,东部地区耦合协调水平发展至初级协调阶段,东北及中西部地区发展至勉强协调阶段;数字技术创新与工业绿色低碳发展耦合协调度总体基尼系数、区域内基尼系数均呈现不同程度的下降态势,且4个区域耦合协调度的地区差异主要来源于区域间差异.最后提出了提高数字技术创新和工业绿色低碳发展水平及促进两者协同发展的政策建议.
Research on the Coupling Coordination between Digital Technology Innovation and Industrial Green and Low-carbon Development
By constructing the evaluation index system of digital technology innovation and industrial green and low-carbon development,based on the panel data of 30 provinces(autonomous regions,province-level municipalities)from 2011 to 2020,this paper calculated the comprehensive evaluation index of digital technology innovation and industrial green and low-carbon development at the provincial level by using the entropy method,and established the coupling coordination model of digital technology innovation and industrial green and low-carbon development.The Dagum Gini coefficient method was used to analyze the regional differentiation of coupling coordination degree.The results show that during the sample period,the average index values of digital technology innovation and industrial green and low-carbon development at the national and regional levels show an upward trend,but the values of both indexes are low and the development level of each region has a certain gap.At the national level,the coupling coordination degree of digital technology innovation and industrial green and low-carbon development shows a stable upward trend,and the coupling coordination level developed from the verge of imbalance to barely coordination,but there is a big gap between different regions.The coupling coordination level of the eastern region has been developed to the primary coordination stage,while both the northeastern region and the central and western region have been developed to a barely coordinated stage.Both the overall Gini coefficient and the intra-regional Gini coefficient of the coupling coordination degree between digital technology innovation and industrial green and low-carbon development show a downward trend to varying degrees.The regional differences of the coupling coordination degree mainly come from the inter-regional differences.Finally,policy suggestions are put forward to improve the level of digital technology innovation and industrial green and low carbon development and promote their coordinated development.
