摘要
高质量专利反映了科技创新高质量发展水平.加强高质量专利的培育对于高校提升核心竞争力、加强"双一流"建设、服务区域经济发展意义重大.基于专利数据分析发现,河北省高校高质量专利存在"单一领域数量不多,各领域专利数量差距大"的数量问题、"高引用专利少"的质量问题.目前高质量专利培育主要包括自我驱动型、组织创新型、市场导向型等三种模式,在这三种模式基础上提出"自身改制+市场导向"培育模式,需要加强科研人员的意识培养、构建新型组织体系、实施"质量优先"的专利转化与激励举措、加强技术转移队伍建设.
Abstract
High-quality patents show the high-quality development level of scientific and technological innovation.Strengthening the cultivation of high-quality patents is of great significance for universities to enhance their core competitiveness,strengthen the construction of"double first-class"and serve regional economic development.Based on the analysis of patent data,it is found that the high-quality patents in universities in Hebei Province have the quantitative problems of"a small number of patents in a single field,and a large gap in the number of patents in various fields",as well as the quality problems of"a shortage of high-cited patents".At present,high-quality patents cultivation mainly includes three models:self-driven,organizational innovation,and market-oriented,and on this basis,the cultivation model of"self-restructuring+market-oriented"is proposed,which requires strengthening the awareness cultivation of scientific researchers,building a new organizational system,implementing"quality first"patent transformation and incentive measures,and accelerating the construction of technology transfer teams.
