数字乡村协同建设探赜——基于整合性协同治理框架
On the Collaborative Construction of Digital Villages—Based on an Integrated Collaborative Governance Framework

摘要
数字乡村建设是实现农业农村现代化的系统性工程,多元主体数字化协同参与是数字乡村建设的动力源.但政府、企业、村民等主体之间存在较多差异,为协同过程增加了阻碍.引入整合性协同治理框架为分析数字乡村协同建设的过程和实现路径提供理论指导,从该框架的结构要素出发,构建数字乡村协同建设分析模型来梳理数字乡村协同建设过程.分析得出:数字乡村协同建设存在协同基础有待完善,多主体利益冲突,多重关系交织,理论与行动脱节,评价反馈措施阙如的问题.应夯实协同建设的基础,探索均衡利益的协调激励措施,构建强化信任的主体关系网络,打造共建共治共享的行动规范,规范评价反馈体系来弥补协同建设的不足之处.
Abstract
The construction of digital villages is a systematic project to achieve modernization of agriculture and rural areas,in which digital collaborative participation of multiple entities is the driving force.There are difference between government,enterprises,villagers and other entities,which challenges the collaboration.The integrated collaborative governance framework provides theoretical guidance for analyzing the process and implementation of collaborative con-struction of digital villages.A collaborative construction analysis model is constructed with the structural elements of the framework to sort out the process of collaborative construction of digital villages.Analysis reveals problems in the collaborative construction of digital villages,such as the instable collaborative foundation,complicated interests and relations of entities,impractical theory,and insufficient evaluation and feedback.The foundation of collaborative con-struction should be consolidated;coordinated incentive measures should be adopted for balanced interests;a subject relationship network should be built to strengthen credibility;action norms for shared construction and governance should be formulated;the evaluation and feedback system should be standardized to make up for the shortcomings of collaborative construction.
