This paper explores the impacts of government policies(communication-diffusion type policies and service type policies)and village rules and regulations on different types of voluntary domestic garbage classification behav-iors(voluntary garbage classification literacy behaviors,voluntary interpersonal classification behaviors,and volunta-ry civic classification behaviors)of rural residents,and further analyzes the interactive relationship between govern-ment policies and the interactive relationship between village rules and regulations.The study found that:there are differences in the effects of government policies on rural residents'voluntary household waste classification behavior.The communication and diffusion policy has a positive effect on all three types of voluntary waste separation behaviors of rural residents,while the service policy only promotes voluntary waste separation literacy and voluntary interperson-al separation behaviors.The village rules and regulations are conducive to promoting rural residents'voluntary inter-personal and voluntary civic separation behaviors.In voluntary garbage classification literacy behavior,communication diffusion-type policies and village rules and regulations show a substitution effect;in influencing voluntary civic-type classification behavior,service-type policies and village rules and regulations show a complementary relationship.
