摘要
提升视障群体服务能力是新时代公共图书馆发展的重要议题.东莞图书馆通过制度构建、资源优化配置、技术支持、活动策划、人才培养、多边协作及绩效评估等一系列赋能措施,取得了显著的治理成效,并荣获广东省"十大最美助盲天使"称号.东莞图书馆的成功实践表明,公共图书馆可通过制度完善、资源整合、技术革新、活动设计、人才培育、协作机制建立及效果评估等七个维度的系统化赋能,优化视障群体服务.
Abstract
Improving service capabilities for the visually impaired is an important issue in the development of public libraries in the new era.Dongguan Library has achieved positive out-comes through measures such as institutional empowerment,environmental empowerment,service empowerment,and collaborative empowerment,and has been awarded the title of"Top Ten Most Beautiful Assistance Programs for the Visually Impaired"in Guangdong Province.The practice of Dongguan Library has shown that public libraries can empower and optimize services for the visually impaired from seven aspects:improve the system,integrate resources,innovative technology,design activities,cultivate talents,establish a collabora-tive,and effective evaluation.
