基于情景构建的煤矿应急演练研究

为有效降低煤矿事故造成的危害和损失,为应急管理者提供可靠、有效的应急措施,提出了利用情景构建技术,研究煤矿事故的应急演练.首先,构建瓦斯爆炸事故后果预测模型,分析事故后果及造成的影响;其次,通过对所构建情景的应急任务和应急能力的分析和评估找出应急能力的差距;最后,选用桌面演练的方式针对事故演化的不同程度制定相应的应急演练方法.研究表明:将情景构建技术应用于煤矿应急管理中,可为煤矿事故应急演练提供技术支撑和结构化安排,相较于传统演练更具有真实性和实操性.
Research on coal mine emergency drill based on scenario-building
In order to effectively reduce the harm and loss caused by coal mine accidents,provide reliable and ef-fective emergency measures for emergency managers,the scenario-building technology was used to study emergency drills for coal mine accidents.Firstly,a prediction model for the consequences of a gas explosion accident is built to analyze the consequences and impacts of the accident.Secondly,the gaps in emergency response capabilities are identified through the analysis and evaluation of the emergency tasks and emergency capabilities of the constructed scenario.Finally,the method of tabletop exercise is chosen to develop emergency exercise content to address the va-rying degrees of accident evolution.The results show that the application of scenario-building technology in coal mine emergency management can provide technical support and structured arrangements for coal mine accident emergency drills,which is more authentic and practical than traditional exercise.
