Symbiosis Governance:A Development Path of Organic Connection Between Grid and Community Resident Autonomy
Since grid management has been applied as a governance tool to community governance,it has been controversial due to its distinct administrative attributes.Through observing and analyzing the practical cases of grid management and resident autonomy in Y City,H Province,it is found that there is no mutual constraint between grid management and community resident autonomy but a symbiotic relationship of mutual promotion and mutual benefit.The research proposes a framework for analyzing grid and autonomous symbiotic governance based on the theory of symbiosis and reveals the important roles grid management has played.First,the grid has reshaped autonomous symbiotic units.Through reasonable grid setting,standardized organizational structure,and clear responsibilities and functions,the grid integrates multiple entities,coordinates various organizations,and forms a diverse community governance system.Second,the grid reorganizes the symbiotic resources of autonomy.Through external resource sharing and coordination and internal resource education and guidance,the grid promotes community residents'sense of identity and creates a material and spiritual symbiotic environment for everyone to share.Third,the grid reconstructs the symbiotic model of autonomy,forming a model of autonomous autonomy with multiple subjects,guided autonomy by elite individuals,led autonomy by party organizations,and an integrated governance with virtue,law,autonomy and smart technology.This has effectively promoted community resident autonomy,achieved an organic connection between government and resident autonomy,and provided a beneficial path for the construction of a social governance community.
