Current situation and reflection on natural resource monitoring from the perspective of ecological civilization
Obtaining the current situation and changes of natural resources through monitoring is an important foundation guarantee for the construction of ecological civilization.With the proposal of overall protection,systematic restoration and comprehensive management of the community of life of mountains-rivers-forests-farmlands-lakes in the construction of ecological civilization,the Ministry of Natural Resources emerges as the times require,and from then on,natural resource management has entered a new era of unified management from single element management such as forests,grasslands and water.The management of natural resources from the perspective of ecological civilization requires a comprehensive,quantitative and accurate understanding of the current situation and changes of natural resources.Natural resource monitoring is an important means to obtain the current status of natural resources and track the dynamic changes of natural resources.It is an important component of the unified natural resource investigation,monitoring and evaluation system of the Ministry of Natural Resources.It is also a fundamental and pioneering work to achieve ecological civilization construction.In this paper,the connotation and important significance of natural resource monitoring from the perspective of ecological civilization are summarized.The review method is employed to analyze and and sort out a series of policy documents regarding natural resource monitoring issued by the state and the Ministry of Natural Resources,as well as existing monitoring station networks within and outside the Ministry's system.The types and working methods of natural resource monitoring are classified.Based on the perspectives of coordinated construction,unified standards,data management,and support services,the problems and solutions of natural resources monitoring in China are deeply analyzed,and the future development direction is prospected.
