2022年甘肃省实现了省级基础测绘成果全省域覆盖,2023年开始全面进入省级基础测绘成果更新轮次.根据甘肃省十四五基础测绘规划,全省生产和生活区域(约22万km2)1∶10 000基础地理信息数据(数字地形图)核心要素要求更新两次,面积大、任务重.面向省级基础测绘1∶10 000 DLG年度更新的需求,基于已有的历年基础测绘成果,提出了基于变化发现的省级基础测绘1∶10 000 DLG重点要素更新生产方法.在总结现有测绘地理信息数据建设和应用的基础上分析全省DLG数据现状,结合甘肃省地域特点,确定重点更新要素,针对不同要素制定更新方案和质检办法.经过实际生产,验证了本方法的可行性,可合理指导1∶10 000基础测绘常态化更新生产.
Production method for 1∶10 000 DLG key element updating based on change detection in provincial basic surveying and mapping
By the end of 2022,full provincial coverage of basic surveying and mappingis achieved in Gansu.Starting in 2023,provincial basic surveying and mapping results commence an update cycle.According to the 14th Five-Year Plan for basic surveying and mapping in Gansu Province,the core elements of 1∶10 000 fundamental geographic information data(digital topographic maps)covering all production and living areas of the province(approximately 220 000 km2)are required to be updated twice.The area is large and the task is arduous.In response to meeting the annual update requirements for 1∶10 000 DLG in provincial basic surveying and mapping,and by leveraging existing multi-year basic surveying and mapping results,a production method for updating key elements in 1∶10 000 DLG based on change detection for provincial basic surveying and mapping is proposed.Building upon a summary of the current construction and application of surveying and mapping geographic information data,this paper analyzes the current status of DLG data in Gansu Province,and in conjunction with the regional characteristics of Gansu,identifies key elements for updating.Update schemes and quality inspection methods are formulated for different elements.Practical production has verified the feasibility of this method,which can reasonably guide the routine updating production of 1∶10 000 basic surveying and mapping.
