摘要

基于湖北省面临新能源大规模发展、新时期以清洁低碳能源为主体的新型能源系统的需求以及生态环境保护和高质量发展同等重要的时代背景的新形势要求,较为系统地分析了中小型抽水蓄能电站选点关键因素,包括电力市场需求、与负荷中心和风光电富集区的距离、接入电网系统的条件、水库效益补偿、移民搬迁、基本农田占用、饮用水源地和生态红线占用等外部敏感制约因素,旨在"共抓大保护,不搞大开发"的时代背景下,能更好更精准筛选出条件优越且易于顺利落地实施的站点.

Abstract

Considering the requirements of the new situations in the new era in Hubei Province,where there is a signifi-cant demand for the large-scale development of clean and low-carbon new energies,and the equal importance of ecologi-cal environment protection and high quality development,this article systematically analyzes the key factors in site selec-tion of small and medium pumped storage power stations,including the external sensitive constraints such as electricity market demand,distance from load centers to wind and photovoltaic power enrichment areas,conditions for grid connec-tion,compensation for reservoir benefits,relocation and resettlement,occupation of basic farmland,occupation of drink-ing water sources and ecological red lines.The goal is to select more suitable stations sites with superior conditions and easy implementation under the requirements of"step up conservation of the Yangtze River and stop its over develop-ment".
