三峡工程发电与航运的低碳效益及影响因素分析

为定量评估三峡工程发电和航运的低碳效益,采用当量系数法计算了三峡工程 2003~2020 年期间发电和航运的低碳效益,二者累计减少二氧化碳排放 12.61 亿t,产生减排效益 1 386.60 亿元,其中水电减少二氧化碳排放 11.06 亿t,产生减排效益 1 220.19 亿元.基于低碳效益影响因素的分析,建议提高三峡及上游梯级水库联合发电调度和智能化管理能力,完善长江干支流联运和多式联运体系,以进一步提升低碳效益.
The Low Carbon Benefits of the Three Gorges Project in Power Generation and Shipping and Their Influencing Factors
To quantitatively evaluate the low carbon benefits of the Three Gorges Project in power generation and ship-ping,the equivalent coefficient method is adopted to calculate the low carbon benefits of the project from 2003 to 2020.The results show that the cumulative reduction in carbon dioxide emission is 1.261 billion tons,and the equivalent emis-sion reduction benefit of 138.66 billion yuan,in which the power generation is of emission reduction of 1.106 billion tons and the equivalent reduction benefit of 122.019 billion yuan.Based on the analysis of factors affecting the low carbon benefits,it is recommended to enhance the joint power generation dispatching and intelligent management capabilities of the Three Gorges Project and the upstream cascade reservoirs,and improve the integrated and multi-modal shipping sys-tems of the main stream and tributary streams of the Yangtze River,to further improve the low carbon benefits.
