Cooperative Governance of Home-School-Community Sports:Traceability,External Ex-perience and Practice Path
To build a community of home-school-community sports featuring joint governance,joint construction and sharing,which can realize a modern governance networked pattern with diversified subjects,diverse activities and effective mechanisms of youth sports managemen in China.By using literature data,logic analysis and other research methods,by summarizing its experience of evolution traceability and relevant policy priorities,to anchor the experience of sports cooperative governance in foreign developed countries:take the law as the cornerstone of governance,emphasizes the top-level design and system supply;take the policy as the driving force,em-phasizes the multi-sector and the multi-subject cooperative governance;take the community as the basis point,guide the extensive par-ticipation of various forces;take the healthy growth of teenagers as the basic,to build a comprehensive sports mechanism to promote health.The practical paths are proposed:laying the governance framework,giving play to the responsibility and leading core role of competent government,educating the people and practice cooperation,promoting the cooperation of home-school society sports,en-abling the extension,realizing the precise power of multiple subjects of society and market;the supervision and evaluation guarantee,improving the long-term coordination mechanism of cross-domain communication,and strengthening the construction of internal and external supervision and evaluation system.
