摘要
发展新质生产力作为推动高质量发展的内在要求和重要着力点,是实现中国式现代化、扎实推进全体人民共同富裕的先进生产力基础.生产力作为唯物史观的基本范畴和核心内容,是理解社会系统的出发点.生产力的变动和发展会引起生产关系、经济基础、科技机制、政府管理、价值观念等各方面的变化.因此发展新质生产力必须从系统观念出发,正确认识和处理好生产力与生产关系、自主创新与开放创新、传统产业与新兴产业、科技创新与科技成果转化、公有制与非公有制、政府与市场六对重要关系,为发展新质生产力提供正确的认识论和方法论基础.
Abstract
As an intrinsic requirement and important focus of promoting high-quality development,the development of new quality productive forces is the foundation of advanced productivity to realize Chi-nese modernization and solidly promote the common prosperity of all people.As the basic category and core content of historical materialism,productivity is the starting point for understanding the so-cial system.Changes and developments in the productive forces will bring about changes in various as-pects such as the relations of production,the economic base,the scientific and technological mecha-nism,government management,values,and so on.Therefore,in developing new quality of produc-tive forces,it is necessary to proceed from the concept of systems,correctly understanding and han-dling well the six important relationships between the productive forces and the relations of produc-tion,independent innovation and open innovation,traditional industries and emerging industries,sci-entific and technological innovation and transformation of scientific and technological achievements,public ownership and non-public ownership,the government and the market,so as to provide a cor-rect epistemological and methodological foundation for the development of the new quality productive forces.
