On Resurgence and Disputes of"Education Initiation with Temple Property in the Implementation of the New County System——Taking Lishui Simple Normal School as an Example
As an important part of the design of the new county system,education has been attached importance to in the implementation of the new county system,which has led to the resurgence of"education initiation with temple property".At the same time,The institutional design of the"disci-pline and maintenance"system in the new county system,as well as the core content of local autono-my,exerted a profound impact on the form of"education initiation with temple property"and disputes arising from the use of temple property,making it a distinct departure from the past.This difference is reflected in three aspects.Local governments at the county level and local self-governing organs such as Baojia became the main body in promoting the establishment of schools using temple property.The protection of basic human rights such as the legitimate rights and interests of monks and the free-dom of religious belief in constitutionalism and the important role of education development in"na-tional construction in the War of Resistance Against Japan"have become the focus of disputes between the two sides.County councils played an important role in using temple property to build schools as well as in reconciling disputes.
