电力系统停电影响评价指标体系及其应用

为提升停电事故处理效率和事故分析准确率,从停电范围,停电用户,停电时间,停电损失等方面建立停电影响评价指标体系及其支撑系统.使用层次分析法确定各指标权重,然后使用模糊综合评价的方法分层次量化各指标进行综合评价,提出了用来评价一次停电事故大小的停电影响因子的概念.通过对某市级电网实例进行停电影响评价体系的构建,并针对一次具体的停电事件的影响进行评价,提出了后续抢修及避免影响扩大的具体措施,说明了该指标体系及其评价方法的实用性和有效性.
Evaluation Index System for Power System Blackout Impacts and Its Application
To enhance blackout processing efficiency and accident analysis accuracy,this paper establishes the evaluation index system for blackout impacts and its supporting system in terms of the blackout range,users,duration and loss,etc.Determine the weight of each index by using AHP,and quantify each index at different levels by using fuzzy comprehensive evaluation method,and propose the concept to evaluate the size of a power outage which is called blackout impact factor.In the case study of a city power grid,the impacts of a specific blackout were evaluated by the constructed index system,and the subsequent repair and specific measures against the impact expansion were proposed,which verifies the practicality and effectiveness of the index system and its evaluation methods.
