Short-Term Generation Scheduling Model Considering Renewable Portfolio Standard
This paper analyzes the characteristics of renewable portfolio standard (RPS) and its impacts on power system dispatch mode.The quota constraint and dispatching factor for wind power are introduced and the short-term generation scheduling model considering RPS is built.Three generation scheduling modes are studied based on different wind power dispatching factors,namely,the priority scheduling of wind power,the scheduling considering wind power cost and the scheduling considering policy-related subsidies.As the results indicate,RPS has no effect on generation planning in the mode of wind power priority dispatch; RPS can improve wind power integration ability in the dispatching mode considering wind power cost; the subsidies and RPS can both accommodate more wind power in the dispatching mode considering policy-related subsidies ; wind power curtailment decreases when the peak-to-valley ratio and unit minimum output increase.
