Comprehensive Procurement and Bidding Evaluation Model for Power Grid Primary Equipments
The paper proposes a comprehensive procurement and bidding evaluation model for the primary equipments of power grid based on life cycle cost (LCC),availability dependability capability (ADC) method,and social benefits,which aims to solve the current defects,including the serious disconnection between business bidding and technical bidding,ignorance of social benefits,and unreasonable weight set.This model is the weighted sum of the LCC indicators (cost of equipment operation,maintenance and decommission),the ADC indicators (equipment availability,dependability and capability),and the indicators of social benefits (safety,appearance and environment protection),and the weight setting is consistently verified by analytic hierarchy process (AHP).The case studies demonstrate that the model can synthetically and quantitatively evaluate the procurement of the electricity equipments from the perspective of economy,technology and social benefits,and therefore overcome the shortcomings of the excessive subjectivity in the current evaluation methods,avoid covert operation and achieve a just and fair bidding evaluation.
