Estimation of Electricity Theft Quantity and Retroactive Charge Based on the Smart Meters
The current estimation methods for electricity theft quantity can not reflect the consumption differences caused by different ways of electricity theft,and it also does not involve the restoring the distorted power factor,caused by malicious wrong connection and disconnect.Therefore,with the smart meter phase measuring function,this paper puts forward the estimation method for electricity theft quantity and the actual power factor according to the actual way of stealing electricity,and obtains the estimated quantity of electricity theft by subtracting the actual power consumption estimation value from the synchronous meter reading quantity.Then the actual power factor estimation results are used for the verification and recovery of high power factor compensation fee.The results of practical application of one Shanghai electricity peak area show that the proposed method can be more rational and comprehensive for the recovery of default electricity consumption charge.
