基于多指标体系的10 kV配电网投资分配评价

随着配电网投资规模逐步加大,亟需确立一套评价配电网投资分配合理性的指标和方法.从安全性、可靠性、经济性、灵活性、协调性和环境影响性6方面建立了10 kV配电网投资分配评价指标体系.采用模糊数学综合评价方法进行10 kV配电网投资分配的综合评价.为了兼顾客观数据以及投资分配者对各数据重视程度对指标权重的影响,采用基于盲数理论的赋权法进行指标赋权.对我国东南某省电力公司2010、2011年1OkV配电网投资分配结果进行了评价,评价结果显示其分配结果较为合理.
Evaluation of 10 kV Distribution Network Investment Allocation Based on Multi-Index System
With the increase of the investment on distribution network,a system of evaluation indexes and methods for grid investment allocation is necessary.In this paper,the investment allocation evaluation index system for 10 kv distribution network is established in view of six aspects,i.e.security,reliability,economy,flexibility,coordination and environmental impact.Fuzzy mathematical comprehensive evaluation method is used,and the weighting method based on blind number theory is adopted for index weight considering the influence of objective data and investment planners' attention to each data.Finally,the investment allocations of 10 kV network in a Southeastern power company in 2010 and 2011 were evaluated and the evaluation results show that its investment allocation was reasonable.
